{"id":502,"date":"2008-03-07T14:01:44","date_gmt":"2008-03-07T13:01:44","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/lengagement-syndical-pour-le-progres-social-continue"},"modified":"2023-05-31T10:58:32","modified_gmt":"2023-05-31T08:58:32","slug":"lengagement-syndical-pour-le-progres-social-continue","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/en\/communique\/lengagement-syndical-pour-le-progres-social-continue\/","title":{"rendered":"L\u2019engagement syndical pour le progr\u00e8s social continue"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-en\"> <\/p><p>Le Comit\u00e9 ex\u00e9cutif de la Conf\u00e9d\u00e9ration europ\u00e9enne des syndicats (CES) s\u2019est r\u00e9uni \u00e0 Bruxelles les 4 et 5 mars. \u00c0 l\u2019ordre du jour figuraient, entre autres, les principaux d\u00e9fis auxquels les march\u00e9s europ\u00e9ens sont confront\u00e9s, le travail d\u00e9cent, la r\u00e9vision surann\u00e9e de la Directive sur les Comit\u00e9s d\u2019entreprise europ\u00e9ens, les jugements rendus par la Cour europ\u00e9enne de Justice dans les cas Viking et Laval, la campagne de la CES en faveur des salaires ainsi que la lutte contre le changement climatique.<\/p>\n<p>La CES se prononce pour une politique climatique ambitieuse de l\u2019Union europ\u00e9enne. Tout particuli\u00e8rement, elle se f\u00e9licite de l\u2019initiative de la Commission d\u2019imposer une l\u00e9gislation contraignante sur les \u00e9missions de CO2 des voitures \u00e0 une moyenne de 130 g\/km pour l\u2019ensemble du parc automobile d\u2019ici 2012.<\/p>\n<p>Comme cette r\u00e9duction des \u00e9missions se fera n\u00e9cessairement par le biais d\u2019am\u00e9liorations technologiques des moteurs, les investissements dans la recherche contribueront \u00e0 cr\u00e9er et \u00e0 maintenir des emplois \u00e0 long terme dans le secteur automobile en Europe.<\/p>\n<p>La CES se rend \u00e9galement compte que la r\u00e9partition des richesses produites en Europe devient de plus en plus injuste en d\u00e9favorisant les salari\u00e9s. Il en r\u00e9sulte une baisse de leur pouvoir d\u2019achat. \u00c0 cela s\u2019ajoute que le foss\u00e9 salarial entre hommes et femmes continue \u00e0 se creuser. Finalement, la n\u00e9cessit\u00e9 de salaires minimaux d\u00e9cents n\u2019est pas admise dans tous les pays de l\u2019Union europ\u00e9enne.<\/p>\n<p>Face \u00e0 cette situation, la CES va organiser le 5 avril une manifestation \u00e0 Ljubljana en Slov\u00e9nie au moment de la r\u00e9union du Conseil ECOFIN.<\/p>\n<p>Ensuite, le Comit\u00e9 ex\u00e9cutif a discut\u00e9 d\u2019une fa\u00e7on d\u00e9taill\u00e9e les arr\u00eats de la Cour europ\u00e9enne de Justice dans les cas Viking et Laval qui concernaient des syndicats menant une action collective contre le dumping social. L\u2019issue de ces deux affaires constitue un d\u00e9fi majeur pour les syndicalistes europ\u00e9ens qui consid\u00e8rent que la lutte contre le dumping social, le m\u00eame traitement pour tous les travailleurs et le respect des droits sociaux sont essentiels. Voil\u00e0 pourquoi la CES compte prendre les mesures qui s\u2019imposent suite \u00e0 ces arr\u00eats de la CEJ.<\/p>\n<p>Finalement, la CES salue le fait que la Commission europ\u00e9enne a int\u00e9gr\u00e9 \u00e0 son programme de travail pour 2008 la r\u00e9vision de la Directive sur les Comit\u00e9s d\u2019entreprise europ\u00e9ens (CEE). Parmi les modifications qui doivent \u00eatre apport\u00e9es \u00e0 la dite directive figurent principalement la reconnaissance du r\u00f4le des syndicats au sein des CEE, le droit des repr\u00e9sentants des travailleurs \u00e0 la formation continue ainsi que la garantie de l\u2019ex\u00e9cution effective du droit \u00e0 une information et \u00e0 une consultation supranationale.
