{"id":2753,"date":"2021-01-25T12:40:36","date_gmt":"2021-01-25T11:40:36","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/arcelormittal-accord-tripartite-signe-3000-emplois-sauvegardes"},"modified":"2023-06-02T10:11:51","modified_gmt":"2023-06-02T08:11:51","slug":"arcelormittal-accord-tripartite-signe-3000-emplois-sauvegardes","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/en\/communique\/arcelormittal-accord-tripartite-signe-3000-emplois-sauvegardes\/","title":{"rendered":"ArcelorMittal : Accord tripartite sign\u00e9, 3000 emplois sauvegard\u00e9s"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-en\"> <\/p><p><\/p>\n<p style=\"text-align: center;\">\n<p>Les repr\u00e9sentants des salari\u00e9s, la direction d\u2019ArcelorMittal et les repr\u00e9sentants du gouvernement ont sign\u00e9 le 25 janvier 2021 les diff\u00e9rents documents ent\u00e9rinant un nouvel accord tripartite pour le p\u00e9rim\u00e8tre sid\u00e9rurgique (Belval, Differdange, Dommeldange, Rodange, Administration) et le p\u00e9rim\u00e8tre tr\u00e9filerie (Bissen). Cet accord, qui a une validit\u00e9 de 5 ans (2021-2025), assure le maintien des activit\u00e9s d\u2019ArcelorMittal au Luxembourg et les 3000 emplois qui en d\u00e9pendent.<\/p>\n<p>Selon la direction d\u2019ArcelorMittal, la crise sanitaire et la crise du secteur de l\u2019acier en Europe sont \u00e0 l\u2019origine du plan de restructuration, ayant pour cons\u00e9quence de supprimer plus de 500 postes de travail afin d\u2019am\u00e9liorer la rentabilit\u00e9 des sites luxembourgeois. Aujourd\u2019hui, ArcelorMittal emploie plus de 3500 salari\u00e9s, mais vise \u00e0 en employer un peu moins de 3000 \u00e0 l\u2019horizon 2025.<\/p>\n<p>L\u2019OGBL ne pourra jamais se satisfaire de la suppression d\u2019emplois, mais a obtenu un accompagnement complet des salari\u00e9s impact\u00e9s. Ces derniers b\u00e9n\u00e9ficieront des diff\u00e9rents outils relevant du maintien dans l\u2019emploi. Parall\u00e8lement, des engagements quant aux investissements n\u00e9cessaires pour assurer l\u2019avenir des sites, m\u00eame au-del\u00e0 de 2025, ont \u00e9t\u00e9 obtenus. En cette p\u00e9riode difficile et incertaine, ce nouvel accord, qui s\u2019inscrit dans la lign\u00e9e des accords pr\u00e9c\u00e9dents dont l\u2019OGBL a toujours \u00e9t\u00e9 le principal acteur, apporte de la stabilit\u00e9 et du r\u00e9pit \u00e0 tous les salari\u00e9s concern\u00e9s.<\/p>\n<p><b>Mesures d\u2019accompagnement pour les salari\u00e9s<\/b><\/p>\n<p>Ainsi, environ 200 salari\u00e9s, n\u00e9s en ou avant 1964, pourront b\u00e9n\u00e9ficier d\u2019un d\u00e9part en pr\u00e9retraite. Cette mesure a pour effet d\u2019att\u00e9nuer les effets de la restructuration.<\/p>\n<p>Les 300 salari\u00e9s dont les postes seront supprim\u00e9s seront quant \u00e0 eux affect\u00e9s \u00e0 la nouvelle cellule de reclassement (CDR). Ils pourront ainsi b\u00e9n\u00e9ficier de diff\u00e9rents instruments visant \u00e0 les maintenir dans l\u2019emploi: ch\u00f4mage partiel, essai sur nouveau poste, pr\u00eat de main-d\u2019\u0153uvre, missions, formations, etc. L\u2019objectif de la CDR \u00e9tant de leur proposer un nouvel emploi p\u00e9renne. Les garanties salariales ont \u00e9galement \u00e9t\u00e9 renouvel\u00e9es pour la dur\u00e9e de l\u2019accord.<\/p>\n<p>Malgr\u00e9 les 500 emplois ainsi supprim\u00e9s, l\u2019OGBL a obtenu une garantie d\u2019emploi pour l\u2019ensemble des salari\u00e9s. Il n\u2019y aura donc pas de plan social, ni de licenciements. Les repr\u00e9sentants des salari\u00e9s veilleront \u00e9galement \u00e0 la gestion de la CDR afin qu\u2019elle remplisse son r\u00f4le.<\/p>\n<p><b>Investir aujourd\u2019hui pour assurer l\u2019avenir de la sid\u00e9rurgie luxembourgeoise<\/b><\/p>\n<p>\u00c0 c\u00f4t\u00e9 de la garantie d\u2019emploi et du maintien de la globalit\u00e9 des sites, l\u2019OGBL a exig\u00e9 des investissements du groupe ArcelorMittal afin d\u2019assurer l\u2019avenir des sites luxembourgeois. Dans le contexte actuel, il n\u2019est pas suffisant d\u2019accompagner les effets n\u00e9gatifs de cette restructuration, il faut \u00e9galement veiller au maintien des outils de production et au d\u00e9veloppement de nouveaux projets et de produits qui assureront un avenir aux activit\u00e9s de l\u2019entreprise.<\/p>\n<p>Une enveloppe contenant au minimum 165 millions d\u2019euros et au maximum 205 millions d\u2019euros a ainsi \u00e9t\u00e9 s\u00e9curis\u00e9e par l\u2019OGBL. Si la direction d\u2019ArcelorMittal ne respecte pas ses engagements, l\u2019entreprise sera contrainte de rembourser une partie des aides obtenues. Cette position partag\u00e9e et d\u00e9fendue par le gouvernement rejoint ainsi la revendication nationale de l\u2019OGBL visant \u00e0 responsabiliser les entreprises b\u00e9n\u00e9ficiant d\u2019aides publiques et \u00e0 les obliger \u00e0 rendre des comptes en cas de violations des engagements.<\/p>\n<p><b>Veiller aux int\u00e9r\u00eats des salari\u00e9s<\/b><\/p>\n<p>Les protections n\u00e9cessaires ont \u00e9t\u00e9 mises en place gr\u00e2ce \u00e0 l\u2019action et l\u2019engagement des repr\u00e9sentants du gouvernement luxembourgeois, mais les repr\u00e9sentants du personnel devront continuer \u00e0 accompagner toutes les mutations et transformations tout au long de la dur\u00e9e de l\u2019accord, dans le cadre du dialogue social.
