{"id":2667,"date":"2020-09-15T14:16:43","date_gmt":"2020-09-15T12:16:43","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/lequite-salariale-nest-toujours-pas-retablie"},"modified":"2023-06-02T10:11:00","modified_gmt":"2023-06-02T08:11:00","slug":"lequite-salariale-nest-toujours-pas-retablie","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/en\/communique\/lequite-salariale-nest-toujours-pas-retablie\/","title":{"rendered":"L\u2019\u00e9quit\u00e9 salariale n\u2019est toujours pas r\u00e9tablie!"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-en\"> <\/p><p><\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.ogbl.lu\/wp-content\/uploads\/communiques\/15.09.2017_Editpress_391391-840x450.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"aligncenter wp-image-31848\" style=\"border: 0px none;\" src=\"https:\/\/www.ogbl.lu\/wp-content\/uploads\/communiques\/15.09.2017_Editpress_391391-840x450.jpg\" alt=\"15.09.2017_Editpress_391391-840x450\" width=\"700\" \/><\/a><\/p>\n<p>Suite aux trois derni\u00e8res r\u00e9unions de n\u00e9gociations avec la direction de Post Luxembourg qui se sont tenues entre juillet et ao\u00fbt 2020, l\u2019OGBL doit constater que la direction de POST Luxembourg continue \u00e0 ignorer la principale revendication syndicale visant \u00e0 r\u00e9tablir l\u2019\u00e9galit\u00e9 salariale au sein de POST Luxembourg.<\/p>\n<p>Depuis la lib\u00e9ralisation de POST Luxembourg en 2009, pas moins de quatre statuts renvoyant \u00e0 des situations de r\u00e9mun\u00e9rations toutes diff\u00e9rentes les unes des autres ont \u00e9t\u00e9 cr\u00e9\u00e9s au sein de POST Luxembourg: les fonctionnaires d\u2019Etat, les salari\u00e9.e.s d\u2019Etat, les anciens \u00abemploy\u00e9s priv\u00e9s\u00bb et les salari\u00e9.e.s engag\u00e9.e.s dans le cadre de la convention collective de travail (CCT) 2.0.<\/p>\n<p>L\u2019OGBL rappelle que l\u2019introduction en 2013 de la CCT 1.0 a consid\u00e9rablement d\u00e9t\u00e9rior\u00e9 les r\u00e9mun\u00e9rations des salari\u00e9s couverts par ladite CCT. C\u2019est \u00e0 ce moment qu\u2019un deux poids deux mesures a \u00e9t\u00e9 introduit concernant les conditions salariales et de travail au sein de POST Luxembourg.<\/p>\n<p>M\u00eame si la t\u00e9nacit\u00e9 de l\u2019OGBL a pouss\u00e9 la direction de POST Luxembourg \u00e0 am\u00e9liorer ses propositions en mati\u00e8re de grilles salariales, les salaires de base de la nouvelle CCT 3.0, actuellement en cours de n\u00e9gociation, restent largement inf\u00e9rieurs aux salaires \u00abpublics\u00bb en vigueur chez POST Luxembourg.<\/p>\n<p><b>1)\u00a0<\/b><b>La part du salaire fixe et garanti doit \u00eatre augment\u00e9 au d\u00e9triment du suppl\u00e9ment arbitraire<\/b><\/p>\n<p>La direction propose des grilles de salaire de base major\u00e9es d\u2019un suppl\u00e9ment non-garanti et d\u00e9termin\u00e9 par une \u00e9valuation du\/de la salari\u00e9.e au bon vouloir du sup\u00e9rieur hi\u00e9rarchique. Contrairement aux dires de la direction de POST Luxembourg, la part fixe et garantie du salaire n\u2019a pas \u00e9t\u00e9 am\u00e9lior\u00e9e par rapport aux pr\u00e9c\u00e9dentes propositions. L\u2019OGBL tient \u00e0 ce que le salaire de base fixe et garanti soit augment\u00e9 au d\u00e9triment du suppl\u00e9ment arbitraire!<\/p>\n<p><b>2)\u00a0<\/b><b>Une allocation de fin d\u2019ann\u00e9e \u00e9gale pour tous les salari\u00e9s<\/b><\/p>\n<p>Comme pour les salaires, l\u2019OGBL rejette la volont\u00e9 de la direction d\u2019assortir le montant de la prime \u00e0 une \u00e9valuation du\/de la salari\u00e9.e. L\u2019OGBL est scandalis\u00e9 par l\u2019id\u00e9e que POST Luxembourg pr\u00e9voit en plus des taux de prime variables en d\u00e9faveur des bas salaires.<\/p>\n<p>Pour l\u2019OGBL, la seule mesure juste et \u00e9quitable en mati\u00e8re d\u2019allocation de fin d\u2019ann\u00e9e r\u00e9side dans le paiement d\u2019un 13<sup>\u00e8me<\/sup>\u00a0mois complet pour tout le personnel.<\/p>\n<p><b>3)\u00a0<\/b><b>Une allocation de repas adapt\u00e9e aux standards des services publics<\/b><\/p>\n<p>L\u2019allocation de repas est un autre \u00e9l\u00e9ment de r\u00e9mun\u00e9ration qui renforce les in\u00e9galit\u00e9s. Pour l\u2019OGBL, l\u2019allocation de repas des salari\u00e9.e.s doit \u00eatre ajust\u00e9e au m\u00eame niveau que celle des fonctionnaires.<\/p>\n<p><b>4)\u00a0<\/b><b>Des accessoires de salaires adapt\u00e9e aux standards des services publics<\/b><\/p>\n<p>L\u2019OGBL continue \u00e0 revendiquer l\u2019adaptation des accessoires pour travail nocturne, dominical, pendant les jours f\u00e9ri\u00e9s et les heures suppl\u00e9mentaires, tout comme la prime de permanence et l\u2019allocation de famille aux standards en vigueur dans le secteur public, n\u2019en d\u00e9plaise \u00e0 la direction de POST Luxembourg.<\/p>\n<p><b>5)\u00a0<\/b><b>Une transition juste et \u00e9quitable pour tous les salari\u00e9s couverts par la CCT 3.0<\/b><\/p>\n<p><b>\u00a0<\/b>L\u2019OGBL sera tr\u00e8s attentif \u00e0 ce que la transition vers le nouveau syst\u00e8me de carri\u00e8res se fasse de mani\u00e8re \u00e9quitable pour tous les salari\u00e9.e.s couverts par la nouvelle CCT 3.0. L\u2019OGBL doute que la m\u00e9thode envisag\u00e9e par la direction de POST Luxembourg garantisse une transition \u00e9quitable.<\/p>\n<p><b>6)\u00a0<\/b><b>Prime de r\u00e9troactivit\u00e9\u00a0<\/b><\/p>\n<p>Pour compenser la longue p\u00e9riode de n\u00e9gociation, l\u2019OGBL revendique une prime unique de r\u00e9troactivit\u00e9 de l\u2019ordre de 1% du salaire annuel pour chaque ann\u00e9e de n\u00e9gociation de la CCT 3.0, soit 3 x 1% en l\u2019\u00e9tat actuel des n\u00e9gociations.<\/p>\n<p><b>7)\u00a0<\/b><b>Oui au t\u00e9l\u00e9travail, au droit \u00e0 la d\u00e9connexion, au compte \u00e9pargne temps et \u00e0 la disposition du temps de travail par le salari\u00e9<\/b><\/p>\n<p><b>\u00a0<\/b>D\u2019autre part, l\u2019OGBL se dit satisfait que le t\u00e9l\u00e9travail, le droit \u00e0 la d\u00e9connexion, des dispositions d\u2019horaire mobile et de compte \u00e9pargne temps soient int\u00e9gr\u00e9s dans la nouvelle convention collective. L\u2019OGBL veillera \u00e0 que les points \u00e9num\u00e9r\u00e9s soient r\u00e9dig\u00e9s dans l\u2019int\u00e9r\u00eat et l\u2019avantage du\/de la salari\u00e9.e.<\/p>\n<p>L\u2019OGBL rappelle \u00e9galement le r\u00f4le essentiel jou\u00e9 par les salari\u00e9.e.s de POST Luxembourg sur le front du Covid-19 qui ont activement contribu\u00e9 \u00e0 la survie socio-\u00e9conomique du pays.
