{"id":2565,"date":"2020-02-27T09:26:56","date_gmt":"2020-02-27T08:26:56","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/logbl-revendique-un-plan-de-maintien-dans-lemploi-3"},"modified":"2023-06-14T09:39:00","modified_gmt":"2023-06-14T07:39:00","slug":"logbl-revendique-un-plan-de-maintien-dans-lemploi-3","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/en\/communique\/logbl-revendique-un-plan-de-maintien-dans-lemploi-3\/","title":{"rendered":"L\u2019OGBL revendique un plan de maintien dans l\u2019emploi"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-en\"> <\/p><p><img decoding=\"async\" class=\" wp-image-30582 alignnone\" style=\"border: 0px none;\" src=\"https:\/\/www.ogbl.lu\/wp-content\/uploads\/communiques\/agents_securite.jpg\" alt=\"agents_securite\" width=\"600\" \/><\/p>\n<p>L\u2019OGBL, syndicat majoritaire au sein de l\u2019entreprise de s\u00e9curit\u00e9 Seris, a rencontr\u00e9 la direction de l\u2019entreprise le 26 f\u00e9vrier 2020 afin de discuter des cons\u00e9quences et des pistes envisageables suite \u00e0 la d\u00e9cision du Parlement europ\u00e9en d\u2019internaliser le service de s\u00e9curit\u00e9 sur son site du Kirchberg \u00e0 partir d\u2019avril 2021. En effet, ce service de s\u00e9curit\u00e9 y est assur\u00e9 actuellement par l\u2019entreprise Seris qui perdra donc un march\u00e9 \u00e0 partir de cette date. Et les 85 agents de s\u00e9curit\u00e9 qui sont actuellement affect\u00e9s au Kirchberg ne seront pas transf\u00e9r\u00e9s vers le Parlement europ\u00e9en, sachant que le changement de paradigme annonc\u00e9 ne r\u00e9pond pas aux crit\u00e8res d\u2019un transfert d\u2019entreprises.<\/p>\n<p>Dans ce contexte, l\u2019OGBL revendique qu\u2019un plan de maintien dans l\u2019emploi soit n\u00e9goci\u00e9 avec la direction de Seris, comprenant des mesures comme par exemple: des pr\u00e9retraites-ajustement, des d\u00e9parts volontaires temporaires (cong\u00e9 social, cong\u00e9 parental, \u2026), des reclassements internes ainsi que des reclassements externes au niveau sectoriel. Dans le cadre de reclassements externes, l\u2019id\u00e9e consisterait \u00e0 r\u00e9partir les agents concern\u00e9s dans les autres entreprises du secteur du gardiennage qui, de toute fa\u00e7on, sont constamment en qu\u00eate de nouveaux agents.<\/p>\n<p>De mani\u00e8re g\u00e9n\u00e9rale, l\u2019OGBL revendique, dans le cadre de la convention collective sectorielle, l\u2019introduction d\u2019un comit\u00e9 de reclassement en cas de sureffectif (CRS), permettant la gestion de sureffectifs suite \u00e0 des r\u00e9organisations. En effet, tandis que les transferts d\u2019entreprises sont obligatoires et automatiques, les pertes de march\u00e9 ne sont, elles, pas encadr\u00e9es ni r\u00e9glement\u00e9es. Par cons\u00e9quent, le reclassement externe au niveau sectoriel en cas de sureffectif est laiss\u00e9 aujourd\u2019hui au bon vouloir des dirigeants des autres entreprises actives dans le secteur du gardiennage. Par analogie au transfert d\u2019entreprise, l\u2019instauration d\u2019un CRS dans le cadre de la convention collective sectorielle pourrait permettre de pr\u00e9server et de maintenir nombre d\u2019emplois \u00e0 l\u2019avenir.<\/p>\n<p>Enfin, l\u2019OGBL tient \u00e0 d\u00e9noncer ici les pratiques du Parlement europ\u00e9en, dont les conditions de salaire qui y sont appliqu\u00e9es. D\u2019un c\u00f4t\u00e9, la dur\u00e9e offerte aux agents de s\u00e9curit\u00e9 pour manifester leur int\u00e9r\u00eat \u00e0 l\u2019appel d\u2019offre \u00e9mis par le Parlement europ\u00e9en est tr\u00e8s courte (dans ce cas, le d\u00e9lai va de la mi-f\u00e9vrier au 28 f\u00e9vrier) et il r\u00e9duit par cons\u00e9quent le temps de r\u00e9flexion des agents. De l\u2019autre c\u00f4t\u00e9, le salaire de base offert par l\u2019institution europ\u00e9enne est bien en-dessous du salaire social minimum au Luxembourg.
