{"id":2541,"date":"2020-01-27T10:38:32","date_gmt":"2020-01-27T09:38:32","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/le-personnel-ne-cedera-pas"},"modified":"2023-06-16T12:40:39","modified_gmt":"2023-06-16T10:40:39","slug":"le-personnel-ne-cedera-pas","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/en\/communique\/le-personnel-ne-cedera-pas\/","title":{"rendered":"Le personnel ne c\u00e9dera pas"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-en\"> <\/p><p>Le 13 d\u00e9cembre 2019, les n\u00e9gociations pour le renouvellement de la convention collective de travail (CCT) du personnel de l\u2019International School of Luxembourg a.s.b.l. (ISL) ont \u00e9chou\u00e9.<\/p>\n<p>La CCT qui f\u00fbt sign\u00e9e le 2 juin 2016 entre les responsables de l\u2019ISL et les syndicats OGBL et LCGB, qui couvrait la p\u00e9riode du 1<sup>er<\/sup>septembre 2015 au 31 ao\u00fbt 2018, a \u00e9t\u00e9 d\u00e9nonc\u00e9e par les deux parties le 31 mai 2018 et la premi\u00e8re r\u00e9union de n\u00e9gociation s&#8217;est tenue le 27 juin 2018. Comme les n\u00e9gociations tardaient \u00e0 aboutir et afin de garantir que le personnel de l&#8217;ISL puisse continuer \u00e0 b\u00e9n\u00e9ficier des dispositions de la CCT, l\u2019employeur a accept\u00e9 la proposition des syndicats de signer un accord de prolongation, ce qui a \u00e9t\u00e9 fait le 24 septembre 2019. Les deux parties ont convenues de la poursuite des n\u00e9gociations afin de trouver un accord avant la fin de cette prolongation, le 29 f\u00e9vrier 2020.<\/p>\n<p>La commission de n\u00e9gociation syndicale avait proc\u00e9d\u00e9 en janvier et en d\u00e9cembre \u00e0 une enqu\u00eate aupr\u00e8s du personnel, vu que la direction n\u2019avait, depuis le d\u00e9but des n\u00e9gociations, pas chang\u00e9 de cap et s\u2019est acharn\u00e9 \u00e0 vouloir introduire un nouveau bar\u00e8me avec une carri\u00e8re moins favorable pour les futurs enseignants. A chaque fois, le personnel a largement rejet\u00e9 cette proposition.<\/p>\n<p>L\u2019ISL a certes fait des concessions concernant la dur\u00e9e du travail, certains accessoires de r\u00e9mun\u00e9ration et autres, toujours sous r\u00e9serve que les syndicats acceptent la revendication d\u2019introduire un nouveau bar\u00e8me, et la demande syndicale d\u2019augmenter tous les salaires de 2%, a \u00e9t\u00e9 rejet\u00e9 par l\u2019employeur d\u00e8s le d\u00e9but.<\/p>\n<p>Suite \u00e0 la demande r\u00e9p\u00e9t\u00e9e des syndicats, l\u2019ISL a, le 29 novembre 2019, envoy\u00e9 une nouvelle proposition, pr\u00e9voyant un bar\u00e8me unique pour le corps enseignant, avec des salaires r\u00e9duits entre les grades 12 et 24, tout en accordant au personnel actuel des paiements compensatoires jusqu&#8217;\u00e0 ce que, vu l\u2019indexation, les montants soient \u00e9quivalents ou sup\u00e9rieurs \u00e0 ceux pr\u00e9vus dans l\u2019actuel bar\u00e8me.<\/p>\n<p>Cette proposition a \u00e9t\u00e9 rejet\u00e9e par les syndicats le 13 d\u00e9cembre 2019 et les syndicats ont annonc\u00e9 de lancer la proc\u00e9dure l\u00e9gale pr\u00e9vue apr\u00e8s d\u00e9nonciation de la convention collective en vigueur. Or, le 16 d\u00e9cembre l\u2019ISL a inform\u00e9 les syndicats par courriel qu\u2019elle avait demand\u00e9 \u00abl\u2019aide\u00bb de l\u2019Office National de Conciliation.<\/p>\n<p>La commission de n\u00e9gociation syndicale a entre le 9 et 13 janvier fait une enqu\u00eate aupr\u00e8s des personnels de l\u2019ISL en leur demandant s\u2019ils donnent un mandat aux syndicats de signer la proposition patronale et s\u2019ils sont pr\u00eats, en cas de d\u00e9saccord, de faire gr\u00e8ve. 71,15% du personnel a particip\u00e9 au vote et 89,19% des votants (63,46% du personnel) se sont prononc\u00e9s contre le bar\u00e8me propos\u00e9 par l&#8217;employeur et pour la proc\u00e9dure de conciliation et ses \u00e9ventuelles cons\u00e9quences.<\/p>\n<p>Les actions du personnel et de leurs syndicats ont commenc\u00e9 la semaine pass\u00e9e avec des \u00abwalk-in\u00bb et \u00abwalk-out\u00bb en commun le 20 et 21 janvier. Le rythme de ces actions sera acc\u00e9l\u00e9r\u00e9 chaque semaine et les actions se poursuivront jusqu&#8217;\u00e0 ce que le personnel soit entendu.<\/p>\n<p>Comme prochaine action, ces lundi, mardi et mercredi (27, 28 et 29 janvier) les personnels se r\u00e9unissent pour un \u00abwalk-in\u00bb en commun et proc\u00e9deront \u00e0 une gr\u00e8ve du z\u00e8le.<\/p>\n<p>Tant que la direction ne soumettra pas de nouvelle proposition, qui ne pr\u00e9voit pas de d\u00e9t\u00e9riorations pour le personnel actuel et futur, les actions continueront pour manifester le m\u00e9contentement du personnel \u00e0 l&#8217;\u00e9gard du comportement patronal.<\/p>\n<p><strong>Communiqu\u00e9 par l\u2019OGBL et le LCGB<br \/>\nle 27 janvier 2020<\/strong><\/p>\n<p><a title=\"English Press Release\" href=\"https:\/\/www.ogbl.lu\/wp-content\/uploads\/communiques\/Labor_dispute_at_ISL_Staff_will_not_give_in.pdf\" target=\"_blank\" rel=\"noopener\">Link : English press release. <\/a><\/p>","protected":false},"author":1,"featured_media":3638,"template":"","categorie_communiques":[49,41],"syndicat":[77],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v23.1 -
