\"\"Du 11 au 24 septembre, l\u2019OGBL organise une campagne de sensibilisation ayant comme th\u00e8me les allocations familiales (\u00aballocs\u00bb). Depuis le 11 septembre des affiches grand-format informent \u00e0 ce sujet dans le bassin minier et dans la capitale. Le lundi 17 septembre des d\u00e9pliants seront distribu\u00e9s aux parents d\u2019\u00e9l\u00e8ves devant certains b\u00e2timents scolaires dans les localit\u00e9s \u00e9num\u00e9r\u00e9es ci-apr\u00e8s. Cette action sera suivie d\u2019une conf\u00e9rence de presse \u00e0 la centrale de l\u2019OGBL \u00e0 Esch-sur-Alzette le 17 septembre \u00e0 10h30 au cours de laquelle le pr\u00e9sident de l\u2019OGBL, Jean-Claude Reding, donnera des explications \u00e0 la presse.<\/p>\n

L\u2019action de distribution aura lieu devant les \u00e9coles fondamentales suivantes:<\/p>\n

Diminution de la valeur des allocs de 13%<\/h3>\n

Les allocations familiales et l\u2019allocation de rentr\u00e9e scolaire n\u2019ont plus \u00e9t\u00e9 adapt\u00e9es \u00e0 l\u2019\u00e9volution des revenus depuis 2002. Et en plus depuis 2006, ces allocations sont d\u00e9sindex\u00e9es. La d\u00e9sindexation \u00e0 elle seule a conduit \u00e0 une diminution de la valeur des deux allocations de quelque 13%.<\/p>\n

Entre le 1er septembre 2006 et le 31 ao\u00fbt 2012, la d\u00e9sindexation de l\u2019allocation familiale a caus\u00e9 pour une famille avec 2 enfants \u00e0 charge une perte de revenu de plus de 2 000 euros (sans prendre en consid\u00e9ration la perte relative \u00e0 la d\u00e9sindexation de l\u2019allocation de rentr\u00e9e scolaire). Pour une famille avec 3 enfants \u00e0 charge cette perte s\u2019\u00e9l\u00e8ve d\u00e9j\u00e0 \u00e0 plus de 4 000 euros.<\/p>\n

Si l\u2019allocation familiale avait \u00e9t\u00e9 adapt\u00e9e \u00e0 l\u2019\u00e9volution du co\u00fbt de la vie, la somme pour un enfant de moins de 6 ans serait aujourd\u2019hui de 204,87\u20ac au lieu de 185,60\u20ac. A partir de l\u2019\u00e2ge de 12 ans, l\u2019allocation familiale pour un enfant serait de 259,77\u20ac et non 234,12\u20ac.<\/p>\n

Afin de compenser partiellement la d\u00e9sindexation, le gouvernement a introduit en 2009 les ch\u00e8ques-services pour l\u2019encadrement d\u2019enfants jusqu\u2019\u00e0 l\u2019\u00e2ge de 12 ans. D\u00e8s qu\u2019un enfant quitte l\u2019\u00e9cole fondamentale, il ne peut plus b\u00e9n\u00e9ficier de ces ch\u00e8ques-services.<\/p>\n

Diminution de la valeur du boni pour enfant<\/h3>\n

Le 1er janvier 2008 un cr\u00e9dit d\u2019imp\u00f4t appel\u00e9 \u00abboni pour enfant\u00bb a \u00e9t\u00e9 cr\u00e9\u00e9. L\u2019abattement fiscal pour les contribuables ayant des enfants \u00e0 charge, jusqu\u2019alors inclus dans l\u2019imp\u00f4t sur le revenu, a \u00e9t\u00e9 fix\u00e9 et est pay\u00e9 mensuellement aux familles concern\u00e9es par la Caisse nationale des prestations familiales. La somme mensuelle de 76,88\u20ac par enfant n\u2019a, depuis, pas \u00e9t\u00e9 adapt\u00e9e \u00e0 l\u2019\u00e9volution du co\u00fbt de la vie.<\/p>\n

Comme les co\u00fbts de la vie d\u2019une famille avec enfants \u00e0 charge n\u2019ont pas stagn\u00e9, n\u2019ont pas diminu\u00e9 mais ont, au contraire, consid\u00e9rablement augment\u00e9, l\u2019OGBL exige une r\u00e9\u00e9valuation substantielle de l\u2019allocation familiale, du boni pour enfants et de l\u2019allocation de rentr\u00e9e scolaire avec effet au 1er janvier 2013. <\/em><\/strong><\/p>\n
