{"id":99251,"date":"2026-04-21T14:16:13","date_gmt":"2026-04-21T12:16:13","guid":{"rendered":"https:\/\/www.ogbl.lu\/?post_type=communiques&#038;p=99251"},"modified":"2026-04-21T14:22:05","modified_gmt":"2026-04-21T12:22:05","slug":"stagnation-du-salaire-social-minimum-et-precarite-feminine","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/de\/communique\/stagnation-du-salaire-social-minimum-et-precarite-feminine\/","title":{"rendered":"Stagnation du salaire social minimum et pr\u00e9carit\u00e9 f\u00e9minine"},"content":{"rendered":"<p class=\"qtranxs-available-languages-message qtranxs-available-languages-message-de\"> <\/p><p>Alors que les discussions autour du salaire social minimum (SSM) se poursuivent, le d\u00e9partement des Femmes de l\u2019OGBL souhaite attirer l\u2019attention sur un aspect trop souvent absent du d\u00e9bat : l\u2019impact disproportionn\u00e9 qu\u2019une stagnation du SSM fait peser sur les femmes. Surrepr\u00e9sent\u00e9es dans les secteurs \u00e0 bas salaires comme celui du nettoyage ou du commerce, les femmes cumulent contrats pr\u00e9caires, horaires de travail fragment\u00e9s et temps partiels impos\u00e9s. Cette pr\u00e9carit\u00e9 se poursuit \u00e9galement au-del\u00e0 de la vie active, en condamnant ces femmes \u00e0 bas revenus \u00e0 finir leur vie avec une pension minimale.<\/p>\n<p>Au Luxembourg, une personne sur sept vit sous le seuil de risque de pauvret\u00e9 et ce taux atteint 24,1\u00a0% chez les enfants, soit un enfant sur quatre. Les familles monoparentales, majoritairement dirig\u00e9es par des femmes, pr\u00e9sentent un taux de risque de pauvret\u00e9 de 31,8\u202f%. Le maintien d\u2019un SSM insuffisant alimente ainsi une pr\u00e9carit\u00e9 f\u00e9minine structurelle, qui prive directement les enfants de conditions de vie d\u00e9centes.<\/p>\n<p>Dans les secteurs fortement f\u00e9minis\u00e9s, cette vuln\u00e9rabilit\u00e9 s\u2019accentue encore davantage. Le secteur du nettoyage, compos\u00e9 \u00e0 83\u00a0% de femmes, cumule bas salaires, contrats courts, forte p\u00e9nibilit\u00e9 et temps partiel impos\u00e9. Le secteur du commerce pr\u00e9sente les m\u00eames caract\u00e9ristiques, emp\u00eachant l\u2019acc\u00e8s \u00e0 un revenu qui permette de vivre dignement. Le recours massif et souvent subi au temps partiel dans ces secteurs \u00e0 bas salaires r\u00e9duit leurs revenus sur toute leur carri\u00e8re et affaiblit leur pension. Les cons\u00e9quences en sont frappantes : 80\u202f% des b\u00e9n\u00e9ficiaires de la pension minimale sont des femmes. Le refus du gouvernement d\u2019augmenter la pension minimale lors de la derni\u00e8re r\u00e9forme fige une situation dans laquelle les femmes restent dans la pr\u00e9carit\u00e9 tout au long de leur vie, d&#8217;abord en raison de salaires trop bas, ensuite \u00e0 cause de pensions insuffisantes.<\/p>\n<p>Cette pr\u00e9carit\u00e9 impacte fortement la sant\u00e9. Les femmes vivent en moyenne deux ans de moins en bonne sant\u00e9 que les hommes. Elles d\u00e9clarent plus souvent un mauvais \u00e9tat de sant\u00e9 et renoncent davantage aux soins pour des raisons financi\u00e8res, tout en \u00e9tant davantage touch\u00e9es par des probl\u00e8mes de sant\u00e9 mentale li\u00e9s \u00e0 leur triple charge : familiale, professionnelle et \u00e9motionnelle. L\u2019acc\u00e8s aux soins dentaires illustre ces fractures : 41,4\u202f% des familles monoparentales d\u00e9clarent \u00eatre incapables de faire face \u00e0 une d\u00e9pense dentaire impr\u00e9vue. Enfin, les aides alimentaires distribu\u00e9es par les offices sociaux repr\u00e9sentent 85\u202f% du total des aides aux m\u00e9nages, signe qu\u2019un nombre croissant de familles peinent \u00e0 se nourrir correctement. Les enfants de ces foyers sont les premi\u00e8res victimes de cette pauvret\u00e9 structurelle : repas d\u00e9s\u00e9quilibr\u00e9s, impossibilit\u00e9 d\u2019acheter des v\u00eatements neufs ou absence d\u2019activit\u00e9s extrascolaires et \u00e9ducatives.<\/p>\n<p>En parall\u00e8le, les femmes assument deux fois plus de travail non r\u00e9mun\u00e9r\u00e9, qu\u2019il s\u2019agisse des soins aux enfants, du soutien scolaire, de l\u2019organisation familiale ou de l\u2019accompagnement des personnes \u00e2g\u00e9es. Ce travail essentiel au bien-\u00eatre de la soci\u00e9t\u00e9 renforce pourtant leur vuln\u00e9rabilit\u00e9 financi\u00e8re, car elles d\u00e9pendent d\u2019un salaire minimum qui ne permet pas de vivre.<\/p>\n<p>Cette r\u00e9alit\u00e9 doit \u00eatre nomm\u00e9e clairement : la stagnation du salaire social minimum perp\u00e9tue la pauvret\u00e9 des femmes au Luxembourg. Elle aggrave \u00e9galement le risque de violence domestique, car l\u2019ind\u00e9pendance \u00e9conomique est l\u2019un des outils majeurs pour en sortir, particuli\u00e8rement dans un pays o\u00f9 la crise du logement fragilise d\u00e9j\u00e0 beaucoup de m\u00e9nages.<\/p>\n<p>Le d\u00e9partement des Femmes de l\u2019OGBL soutient donc la revendication d\u2019une revalorisation imm\u00e9diate et structurelle du salaire social minimum, l\u2019augmentation de la pension minimale, l\u2019adaptation de l\u2019allocation de vie ch\u00e8re au co\u00fbt de la vie, l\u2019acc\u00e8s universel aux prestations de sant\u00e9 et des mesures efficaces contre la pr\u00e9carit\u00e9 dans le domaine du logement.
