Die direkt dem Wirtschaftsministerium unterstellte Beh\u00f6rde prognostiziert nunmehr eine Inflation von 5,8% f\u00fcr 2022 und von 2,8% f\u00fcr 2023 (statt der noch im Februar angek\u00fcndigten 4,4% f\u00fcr 2022 und 1,3% f\u00fcr 2023). Diese Zahlen best\u00e4tigen eine Tendenz, die bereits seit \u00fcber einem Monat absehbar war und untermauern die Position des OGBL und seine Entscheidung in der letzten Tripartite noch st\u00e4rker.<\/p>\n<p>Der OGBL m\u00f6chte daran erinnern, dass das sogenannte \u201eTripartite-Abkommen\u201c, dessen Unterzeichnung er verweigert hat, eine massive Manipulation des Index bis ins Jahr 2024 hinein vorsieht. Dies beinhaltet auch, dass neben der Verschiebung der n\u00e4chsten Indextranche (im August? im Juli? im Juni?) auf April 2023, eventuelle zus\u00e4tzliche Indexausl\u00f6sungen, die noch in den Jahren 2022 und 2023 erfolgen k\u00f6nnten, jeweils um mindestens ein Jahr verschoben werden.<\/p>\n<p>Angesichts der neuen Inflationsprognosen und entgegen der bisherigen Zusicherung der Regierung, die sich, auch in den Tripartite-Verhandlungen, auf die Analysen des Statec st\u00fctzte, wird es nun immer wahrscheinlicher, dass in den Jahren 2022 und 2023 zus\u00e4tzliche Indextranchen f\u00e4llig werden. Es wird also auch immer wahrscheinlicher, dass eine oder sogar mehrere Tranchen endg\u00fcltig verloren gehen. Da die Indexmanipulation zum 1. April 2024 auslaufen soll, ist es schwer vorstellbar, dass die Unternehmen dann alle verschobenen Tranchen gleichzeitig auszahlen (= allgemeine Lohnerh\u00f6hung in der Gr\u00f6\u00dfenordnung von 5-7,5 % oder sogar 10 % am 1. April: Ist das ein Aprilscherz?).<\/p>\n<p>Was die Inflation im April 2022 betrifft, so ist es \u00fcberraschend, dass das Statec in seiner j\u00fcngsten Ver\u00f6ffentlichung den Mythos der \u201eSelbstz\u00fcndung\u201c der Preise durch den Index aufgreift, obwohl das Statec in der Vergangenheit in anderen Studien nachgewiesen hat, dass die Wirkung des Index sehr begrenzt ist (um 0,2 %). Wenn der Index tats\u00e4chlich die Inflation ankurbeln w\u00fcrde, wie in diesem Mythos behauptet, m\u00fcsste die Inflationsentwicklung in Luxemburg deutlich h\u00f6her sein als in den anderen europ\u00e4ischen L\u00e4ndern. Dies ist jedoch weder mittel- und langfristig noch im April der Fall (Deutschland beispielsweise, das kein Indexsystem hat, hatte im April genau die gleiche Inflationsrate wie Luxemburg: 0,8%).<\/p>\n<p>In diesem Zusammenhang taucht auch ein Paradoxon auf. Das Statec gibt jetzt bekannt, dass die Inflation in den Jahren 2022 und 2023 h\u00f6her sein wird als in seinen urspr\u00fcnglichen Prognosen vom Februar. M\u00fcsste die Inflation, dem Mythos der Selbstz\u00fcndung der Preise durch den Index zufolge, nicht eigentlich verlangsamt werden durch die Verz\u00f6gerung einer oder mehrerer Indextranchen?<\/p>\n<p>Schlie\u00dflich stellt der OGBL fest, dass eine der st\u00e4rksten Preiserh\u00f6hungen im April auf die Pflegeheime entf\u00e4llt (+2%). Der OGBL m\u00f6chte an dieser Stelle betonen, dass er anl\u00e4sslich der j\u00fcngsten Tripartite explizit gefordert hat, die Preise der Pflegeheime zu deckeln.
