Diese Behauptung ist jedoch v\u00f6llig absurd.<\/p>\n<p>Die \u201eNeutralen\u201c sind alles andere als ein einheitliches Gebilde oder ein homogener Block. Tats\u00e4chlich spiegeln die Listen der nicht gewerkschaftlich organisierten Kandidaten v\u00f6llig heterogene Realit\u00e4ten wider:<\/p>\n<ul>\n<li>arbeitgeberfreundliche Listen<\/li>\n<li>Arbeitnehmer, die mangels anderer Kandidaten automatisch vom Arbeitgeber als Delegierte benannt werden.<\/li>\n<li>Listen, die nicht organisierte Arbeitnehmer vertreten, insbesondere in Branchen mit schwacher gewerkschaftlicher Pr\u00e4senz.<\/li>\n<li>Gewerkschaftsmitglieder, die Angst haben, sich als solche zu erkennen zu geben<\/li>\n<li>usw.<\/li>\n<\/ul>\n<p>Von \u201eneutralen\u201c Listen als Teil eines homogenen Blocks zu sprechen, bedeutet in Wirklichkeit, einer Ansammlung von Tausenden von Einzelkandidaten oder Listen, die in keiner Beziehung zueinander stehen, eine Scheinidentit\u00e4t zu verleihen. Es gibt keinen Block der \u201eNeutralen\u201c neben den verschiedenen Gewerkschaften, sondern nur eine Vielzahl kleiner Splittergruppen.<\/p>\n<p>Nicht gewerkschaftlich organisierte Delegierte sind zudem vor allem in Kleinbetrieben anzutreffen. In Betrieben mit mehr als 100 Besch\u00e4ftigten (die dem Verh\u00e4ltniswahlrecht unterliegen) stellt allein der OGBL mehr Delegierte als alle \u201eneutralen\u201c Listen zusammen. Die Gesamtzahl der Arbeitnehmer in Betrieben mit mehr als 100 Besch\u00e4ftigten ist nat\u00fcrlich viel h\u00f6her als die Zahl der Arbeitnehmer in den kleinen Betrieben.<\/p>\n<p>Der Handwerkerverband instrumentalisiert nun diese verzerrte Darstellung, indem er behauptet, die national repr\u00e4sentativen Gewerkschaften seien nur ein \u201eRandph\u00e4nomen\u201c ohne wirkliche Vertretung in den Betrieben. Er fordert Gesetzesreformen, um dem angeblich geringen Gewicht der Gewerkschaften \u201eRechnung zu tragen\u201c.<\/p>\n<p>Der Handwerkerverband will Kollektivvertr\u00e4ge mit \u201eneutralen\u201c Delegationen aushandeln, die keine gewerkschaftliche Unterst\u00fctzung, keine finanziellen Mittel, keine Unabh\u00e4ngigkeit vom Arbeitgeber und keine oder nur eine geringe Schulung f\u00fcr ihre T\u00e4tigkeit erhalten.<\/p>\n<p><strong>Mitgeteilt vom OGBL,<br \/>\n<\/strong><strong>den 14.
