{"id":1195,"date":"2012-06-05T10:22:30","date_gmt":"2012-06-05T08:22:30","guid":{"rendered":"https:\/\/www.ogbl.lu\/communiques\/prolongation-des-mesures-anticrise"},"modified":"2023-07-03T10:24:48","modified_gmt":"2023-07-03T08:24:48","slug":"prolongation-des-mesures-anticrise","status":"publish","type":"communiques","link":"https:\/\/www.ogbl.lu\/de\/communique\/prolongation-des-mesures-anticrise\/","title":{"rendered":"Verl\u00e4ngerung der Antikrisenma\u00dfnahmen"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-4794\" title=\"image_une\" src=\"https:\/\/www.ogbl.lu\/wp-content\/uploads\/communiques\/image_une.png\" alt=\"\" width=\"150\" height=\"150\" \/>Der Arbeits- und Besch\u00e4ftigungsminister hat ein Gesetzesvorhaben ausgearbeitet mit dem Ziel einige der im Zuge der Krise genommenen Ma\u00dfnahmen zum besseren Einsatz der Kurzarbeit im Rahmen des Arbeitsplatzerhalts sowie Ma\u00dfnahmen zu Gunsten der Arbeitslosengeldempf\u00e4nger zu verl\u00e4ngern.<br \/>\nDiese Ma\u00dfnahmen waren in verschiedenen Sitzungen des st\u00e4ndigen Besch\u00e4ftigungsausschusses (CPTE) diskutiert worden, wo sich ein breiter Konsens zu deren Verl\u00e4ngerung herausgesch\u00e4lt hatte. Der OGBL begr\u00fc\u00dft demzufolge, dass den Empfehlungen des CPTE Folge geleistet wurde und sie nun schnell umgesetzt werden k\u00f6nnen.<\/p>\n<p><strong>Arbeitslosigkeitsma\u00dfnahmen nicht mit Zeitarbeit verwechseln<\/strong><\/p>\n<p>Im Gegenzug zeigt sich der OGBL erstaunt dar\u00fcber, dass das Gesetzesvorhaben dazu genutzt wird den gesetzlichen Rahmen f\u00fcr die Zeitarbeitsagenturen zu \u00e4ndern.<br \/>\nEin erster oberfl\u00e4chlicher Blick l\u00e4sst Auswirkungen auf das Arbeitslosenvermittlungssystem der Arbeitslosen und auf die ADEM vermuten.<br \/>\nVerst\u00f6\u00dft dieser Schritt zu Gunsten der Zeitarbeitsagenturen, die dadurch k\u00fcnftig ihren Handlungsbereich auf die Rekrutierung beziehungsweise die Vermittlung von Arbeitnehmern ausdehnen k\u00f6nnen, nicht gegen die \u00fcberarbeitete Konvention Nr. 96 der Internationalen Arbeitsorganisation (ILO) betreffend die gewerblichen Stellenvermittlungsagenturen? Teil II besagter Konvention sieht die Abschaffung gewerblicher Stellenvermittlungsagenturen infolge der Schaffung \u00f6ffentlicher Arbeitsmarktvermittlungen vor, was in Luxemburg, wo die ADEM diese Rolle innehat, der Fall ist. Diese Konvention wurde seinerzeit vom Luxemburger Staat durch das Gesetz vom 10. Februar 1958 angenommen.<br \/>\nDer OGBL verlangt vom Arbeits- und Besch\u00e4ftigungsminister die Bestimmung betreffend die Zeitarbeitsagenturen aus dem Gesetzesvorhaben zu entfernen und diesbez\u00fcglich eine Debatte im CPTE zu f\u00fchren, dies bevor, gegebenenfalls, ein Gesetz erlassen wird. Ein Brief diesen Inhalts wurde am 4. Juni an Minister Nicolas Schmit gerichtet.<\/p>\n<p><strong>5.
